Joseph "Joe" Matthews is Police Strike 1 and leader of the Police Strike Rangers.He is a hot-blooded, serious policeman who is the leader of the Police Strike Rangers. He has a positive view of the peaceful use of the Arsène Collection but a negative view of the Phantom Squad Rangers even thought he does have a crush on Claire who is quite oblivious of his feelings.
