Ted Howards is a young boy who defied the Neo Alliance of Evil's occupation of Earth with his father, Kou Gumah.Ted decides to join the Rebellion. He later gains his own personal Power Orb from Draco Commander's predecessor and his grandfather, Commander Bear.He is the youngest of the Rangers.

- Ted is the first Post Anniversary Secondary Blue to appear since Blake Bradley from Ninja Storm.
- He is the second Blue Ranger to be a child since Ben Preston.
- Ted is a parallel to Jark Armage, the main villain of Space Galaxy due to the constellation he is associated with. Aside being the original Earthling of the team, Ted represents Ursa Minor which contains the starPolaris and is considered the Pole Star of the night sky to navigators in the Northern Hemisphere; by contrast,Jark is based in the star system Crux, also known as the "Southern Cross", which is the "pole constellation" of the Southern Hemisphere.
- Additionally he is the first mainstay PR child Ranger since the Train Force Rangers.
- Explanation: While they appeared adult-looking, it's only because of Rainbow Line Mayor's Imagination of them being aged up, other than that, their souls are that of children, making them technically child Rangers.
